Zach Weiner is an actor living on the Upper West Side of New York City. When the Prime Minister's movie industry shuts down, Zack and his friend Joe embark on a unique project: making a movie about running for City Council while also running for New York City Council. Zack and his campaign are working with their community at the local level to improve the lives of their westerners, but the campaign is struggling to get attention. Then, using some unconventional tactics, Zack's team takes their evil campaign to the top of New York politics.
