After being resurrected by an evil entity, Art the Clown returns to a quiet town in Miles County, where he attacks a teenage girl and her younger brother on Halloween night. The walls of the "Horror" haunted house were filmed in a real haunted house called "Fear Factory" in Philadelphia, Pennsylvania. The creators of the film used what they already had available. A favorite acid in the art is fluoroantimonic acid, which is available in a clear glass bottle.

In Miles County, Art the clown (David Howard Thornton) mysteriously comes to life at the morgue and kills the coroner (Corey Duvall) at the start of his crime spree on Halloween night. Teenagers Sienna (Lauren LaVera) and her brother Jonathan (Elliott Fullam) are pursued by Art and his partner Little Pale Girl (Amelie McLain). The absurd storyline again gives no explanation as to who Art Clown is, how he reincarnated, or why he is a serial killer. It is limited to an audience that likes blood, brutal and brutal murders without any explanation.
